REGULATION
on Institute of review
of scientific and theoretical, scientific and practical professional journal
“News of Dnipropetrovsk State Agrarian and Economic University”
1. General regulations.
1.1. Institute of review is created, which includes members of the editorial board and other leading experts of the university, other institutions in scientific research areas, editors, editorial and publishing department for expert review of papers manuscripts and other materials received for publication in the journal “News of Dnipropetrovsk State Agrarian and Economic University” (hereinafter – “News of ...”).
1.2. The purpose of the review is improving the quality of scientific papers and other materials by objective and impartial evaluation of highly qualified experts on the topics covered in the works.
2. The procedure for articles review.
2.1. All articles that are sent to the journal “News of ...” are reviewed in order of precedence established by this Regulation. The materials are permitted to review prepared in accordance with the rules laid down for the authors by international standards and national standards of Ukraine in force regulations.
2.2. Editor of editorial and publishing department reports the authors about received articles and submitting it for review within 7 days.
2.3. Reviewer is selected by editor of editorial and publishing department of the editorial board membership or leading scientists or institutions on the specialization of the proposed work but always in the direction of PhD studies.
2.4. Forms of articles review:
internal review in the editorial board of scientific and technical journal “News of ...”;
confidential expert review submitted on the specialization of the article;
external (third-party) review: The author gives referee report with the article written by an expert not connected with the author’s working place of the article. Referee report should be signed by the reviewer indicating his name, first name, surname, academic status, academic degree, position, place of work, certified personnel department (Scientific Secretary) and seal.
All reviewers must be well-known specialists, have publications on the subject of reviewed material. Editorial Board reserves the right to conduct an additional review.
2.5. Terms of review in each case are determined by the editor taking into account the most rapid publication of the material.
2.6. The following issues are highlighted in the review:
compliance of article content stated in its title theme and the journal profile;
relevance of work: compliance with priority areas and modern scientific achievements in the agricultural sector of the national economy and in the adjacent areas of the country;
scientific innovation: results of the completed phase of the research, originality of the task;
feasibility of article publishing taking into account the coverage of this issue in the existing literature;
consistency, coherence and consistency of the material, visibility tables, figures, formulas correctness;
correctness and completeness of scientific proofs listed in work;
estimation accuracy and uniqueness of the conclusions, their adequacy of the main provisions of the article, theoretical and practical importance of the material;
informativeness, consistency, structuring of abstract in English as it is required by International scientometric databases; quality design of other metadata: keywords, references;
advantages and disadvantages of the article and recommended corrections and additions.
2.7. Reviewer gives an opinion on the possibility of article publishing “recommended”, “recommended after correcting the deficiencies specified by the reviewer” or “not recommended”.
2.8. As a result of reviewing the Editorial Board together with Editorial and Publishing department decide to publish (reject) articles, informing authors not later than 20 days from the date of notification about getting their copyright material.
2.9. Article, requiring revision based on the comments of the reviewer, is sent to the author. The term of corrections is not more than one month. Corrected article is reviewed again. In case of material rejection Editorial Board directs reasoned refusal to the author.
2.10. Article that is not recommended by the reviewer for publication is not accepted for review again. The text of negative review is sent to the author by e-mail, fax or regular mail.
2.11. Positive reviews, provided by the authors, are not a sufficient reason for its publication. The final decision on whether the publication is made by Editorial Board on the scientific direction of research.
2.12. The originals of reviews are kept in Editorial and Publishing department for ten years.

Editorial policy and Editorial ethics of the scientific journal
“News of Dnipropetrovsk State Agrarian and Economic University”
(here in after – “News of ...”)
The scientific journal “News of ...” is the open journal, that is why browsing, reading, filling and printing are free. The content of the next issue is available on the journal website ojs.dsay.dp.ua after the date of its replication.
The editorial policy of the journal is based on the principles of objectivity and impartiality in the selection of articles for publication; on the high standards for the quality of research; on the obligatory articles revision; on collective decision-making about the materials publication; efficiency in communicating with the authors; on strict compliance with copyrights.
Editorial ethics is a set of rules which are basis for relationship between the editorial staff, editorial board members, external reviewers and authors on publications, as well as among themselves. Chief Editorcoordinates the whole work, makes key decisions, deals with debatable matters, signs the current printing number and permits the publication of materials. ChiefEditor ensures compliance of ethical requirements.
Ethics of publications. Main editorial board, editorial board in scientific fields, the editors of the journal “News of ...”, founded by the Dnepropetrovsk State University of Agriculture and Economics, have certain requirements for selectionand admissionof published scientific articles.
The editorial board recommends authors to follow formal and ethical requirements for the articles. The requirements are due to the scientific papers standards adopted in the international scientific community, in particular publication principles of Publishing Ethics Resource Kit (PERK), the recommendations of Elsevier, the Committee on Publication Ethics, COPE), the Ethics Code of the Ukrainian scientist Ukraine as well as the experience of Ukrainian and foreign professional associations, research organizations, editorial boards and editorial publications.
Ethical Guidelines of Editorial Board:
1. The Editorial Board is responsible for the publication. All materials are carefully selected and reviewed. The Editorial Board has the right to reject the publication of article or return it for revision. The author is obliged to rewrite the article according to the reviewers and editorial boardcomments.
2. The Editorial Board:
• examines all received manuscripts impartially, evaluates them properly, despite the racial, religious, national identity, as well as the author(s) position or work place and makeіfair and impartial decision about them. It provides an objective review process;
• may reject the manuscript without review, if they consider that the work does not meet the journal profile;
• opposes falsification, plagiarism, work publication in several journals, multiple copy the articles contents in various papers, the real contribution of the authors in the publication;
• has the right to withdraw published articleafter violation of someone's rights or standard norms of scientific ethics. This fact is informed both the author and the organization where the work was written.
Editor is the main journal creator, which is directly responsible for the editable original, its structural, informative, scientific, grammatical and stylistic level. The task of the editor is to go through all stages of the publishing process – from editing of author’soriginalpaper to it transforming into a specific form of publishing production.
3. The Chief Editor and the Editorial Board do not provide other people with information about the content of the manuscript, except those who evaluate thematerial. After a positive editor’s decision an article is published in a journal and placed on the appropriate electronic resources.
4. Materials of website, e-journal or project, in accordance with international law of electronic resources copyright, must not be reproduced in whole or in part (both electronic and printed) without the prior written consent of the publisher. Published materials in the context of other documents must be referenced.
5. Editors, authors and reviewers must report about their own interests that could influence on their objectivity during editing and reviewing of papers (in case of interest conflict). These interests may be intellectual, financial, personal, political, religious.
6. Prevention of illegal publications is the responsibility of each author, editor, reviewer, publisher and organization.
Author’s Ethics. The fact of giving materials for publication in the journal “News of ...” confirms the authorship, as well as the agreement of the author with the material placing in the international electronic databases. But the authorshave allcopyrights of published materials.
The paper, sent for publication or review, is a confidential document.
1. The primary responsibility of the author is to submit a detailed report on the research, as well as an objective discussion of its significance. Authors should show their results clearly and unequivocally, without distorting of the data or its manipulation.
2. The authors of the articles:
• are responsiblenot only for their content but also for the fact of the publication;
• must inform the editor about any potential conflict of interest which can affect the publication results;
• must clearly indicate and referenceall the sources cited or submitted in the paper in accordance with regulatory requirements.
3. It is unacceptable to provide plagiarism as the original work or the offer to print previously published article. The authors are responsible for all violations.
4. Co-authors of the article should be all those persons who have made a scientific contribution into the submitted work and share the responsibility for the obtained results. The author presents the paper for publication has responsibility for the list of co-authors who meet the criteria for authorship, and the consent of other authors on the publication in the journal.
5. The Editorial Board has the right to refuse in article publishing for non-compliance with the requirements.

The News of Dnipropetrovs’k State Agrarian University is the accredited research magazine, that is included into the list of special editions by the Supreme Certification Commission of Ukraine. It is published four times per year.
